Act of 1977. The Committee is to advise and as-
sist the Governor, the Governor's Commission on
Law Enforcement and the Administration of Jus-
tice, and the General Assembly on juvenile justice
matters. In addition, the Committee reviews and
comments on all juvenile justice and delinquency
prevention grant applications submitted to the
Commission on Law Enforcement and the Ad-
ministration of Justice for the use of federal funds.
The Committee also assists in monitoring State
compliance with federal juvenile justice statutes.

Criteria established by the Juvenile Justice and
Delinquency Prevention Act require that a major-
ity of the members of the Committee not be full-
time government employees, that one-third of the
members be under the age of twenty-six, and that
at least three members be ex-offenders or current-
ly under the jurisdiction of the juvenile justice
system.

The Governor originally appointed this special
Commission in 1970 at the request of the General
Assembly (Res. No. 46, Acts of 1970). The Com-
mission is to study current state and local laws,
ordinances, and regulations in the areas of land-
lord-tenant law and to formulate an all-
encompassing revision and consolidation of Land-
lord-Tenant Law in Maryland. The Commission
consists of members who have an interest in or
experience with landlord-tenant problems.

The Governor appoints members of this Coun-
cil pursuant to the Legal Services Corporation
Act of 1974, P.L. 93-355. The Act was amended
in 1977 by P.L. 95-222. Members serve one-year
terms.

The Council is to notify the Legal Services
Corporation of any apparent violation of the Act
reported to it and to perform such other duties
and responsibilities as the National Legal Corpo-
ration may from time to time deem appropriate.

The Acting Governor appointed this Commis-
sion in 1977 at the request of the General Assem-
bly to study the liability of State, county, and
municipal employees for torts arising out of their
employment (Res. No. 16, Acts of 1977).

The Commission consists of two members of
the Senate appointed by the President; two mem-
bers of the House of Delegates appointed by the
Speaker; a representative of the State Treasurer's
Office appointed by the State Treasurer; one rep-
resentative each from the Department of Person-
nel, the Department of Budget and Fiscal Plan-
ning, and the Governor's Office, all appointed by
the Governor; a representative of the Maryland
Classified Employees Association; a representative
