them for publication in the Maryland Register as
"proposed regulations" prior to the December 1st
deadline. These regulations will be promulgated
on the basis that the date for "final adoption"
and effectiveness will be no earlier than July 1,
1981, to coincide with the nominal effective date
of Chapter 775, Acts of 1980. The Task Force
would be "sunset" upon final adoption of the
State procurement regulations.
The new regulations will ultimately appear in
the Code of Maryland Regulations (COMAR) un-
der a subjective title to be identified as "Title 21
—State Procurement Regulations" and will sim-
plify, clarify, and where possible standardize pro-
curement regulations, policies, and practices of
the State of Maryland.

The Governor appointed this task force in July
1980 to study the possibility of establishing a sep-
arate Department of Public Safety within State
government. The Task Force is to focus on iden-
tifying those agencies and units in State govern-
ment, in a principal department or not, whose
functions logically dictate their inclusion in a De-
partment of Public Safety. The Task Force is to
report to the Governor by October 1, 1980.

The Governor reorganized the Commission to
Study Sovereign Immunity in July of 1975 in re-
sponse to legislative initiatives seeking revisions in
the common law doctrine of sovereign immunity.
In an effort to provide the General Assembly
with functional reference material, the Governor
directed the Commission to explore the entire
concept of sovereign immunity with particular
emphasis on the practical and fiscal implications
of a sovereign immunity abrogation in contract
and tort. Pursuant to the Governor's charge, the
Commission undertook an extensive survey to re-
view the experience of other states that had modi-
fied the doctrine of sovereign immunity and to
evaluate the impact anticipated by various sectors
of the Maryland governmental communities in
the event the doctrine was abrogated. A report
was submitted to the Governor and General As-
sembly in November 1976.

The Governor appointed this Task Force pur-
suant to the provisions of House Joint Resolution
85 of the 1979 General Assembly to examine the
respective responsibilities and capabilities of State
and local governments with a view toward not
only greater tax equity but a more equitable and
logical distribution of financial resources. The
Task Force is to review the various State grants-
in-aid to the subdivisions, including all forms of
aid to education, as well as State aid to health
services, law enforcement, and correctional and
public safety services. Another major area of re-
sponsibility of the Task Force is an examination
of the motor fuel and transportation taxes, and
