The Board of Osteopathic Examiners, estab-
lished by Chapter 786, Acts of 1914, consists of
six members. Five are appointed by the Governor
upon the recommendation of the Secretary of
Health and Mental Hygiene for three-year terms
from a full list of members in good standing of
the Maryland Osteopathic Association (Code
1957, Art. 43, secs. 467-80). The sixth member is
a consumer, appointed by the Governor on the
recommendation of the Secretary and with the
advice and consent of the Senate, who cannot
have training as an osteopathic physician or have
a financial interest in a related field.
The Maryland Board of Osteopathic Examiners
investigates the credentials of applicants for per-
mission to practice osteopathy within the State
and issues or refuses licenses. It holds two meet-
ings each year to examine those applicants whose
credentials will not warrant issuing of a license
through the Previous Practice or Reciprocity
Acts. The Board cooperates with municipal and
State officials in enforcing the laws regulating the
practice.

The Board of Pharmacy, created by Chapter
179, Acts of 1902, consists of eight members, six
of whom are skilled pharmacists and two of
whom are consumer representatives. All members
are appointed by the Governor upon the recom-
mendation of the Secretary of Health and Mental
Hygiene for five-year terms. Each pharmacist
member of the Board is selected from a list of
recommendations submitted by the Maryland
Pharmaceutical Association. The consumer mem-
bers are appointed with the advice and consent of
the Senate and cannot have had training as a

pharmacist or have a financial interest in a relat-
ed field. Two members must be residents of
Baltimore City, two must be residents of the
counties of the State, and three must be from the
State at large. The Board licenses pharmacists by
examination and reciprocity and there is also a
biennial re-registration program for pharmacists.
The Board issues permits for the operation of re-
tail pharmacies and for the manufacture of drugs,
medicines, toilet articles, dentifrices, and cosmet-
ics. The Board also licenses jobbers, distributors,
and wholesalers or manufacturers of dangerous
(prescription) drugs. In cooperation with the De-
partment of Health and Mental Hygiene, the
Board enforces the pharmacy and drug laws of
the State.
The members of the Board and duly authorized
agents of the Department of Health and Mental
Hygiene inspect all pharmacies or other places
where prescriptions, medicines, drugs, drug prod-
ucts, or domestic remedies are compounded or
sold, and inspects prescriptions, medicines, drugs,
drug products, or domestic products exposed for
sale. Druggists and pharmacists are required to
keep in their places of business a suitable book or
file in which to preserve for a period of not less
than five years every prescription compounded or
dispensed (Code 1957, Art. 43, secs. 249-289).

The State Board of Physical Therapy Examin-
ers, originally created by Chapter 606, Acts of
1947, had its membership enlarged by Chapter
742, Acts of 1966, and its membership reduced
by Chapter 362, Acts of 1968.
The Board consists of six members who serve
five year terms. Five members are physical thera-
pists licensed to practice physical therapy in the
State, and one is a consumer member. Appoint-
ments of the physical therapist members are made
by the Governor from lists submitted to him and
the Secretary of Health and Mental Hygiene by
the American Physical Therapy Association of
Maryland. Appointment of the consumer member
must be with the advice and consent of the Sen-
