The General Professional Services Selection
Board, established by Chapter 732, Acts of 1974,
consists of four permanent members and one
floating member. The four permanent members
are the Secretary of General Services or his desig-
nee, one member chosen by the Governor from
within the Department of General Services upon
recommendation of the Secretary, and two mem-
bers chosen by the Governor from the general
public, at least one of whom may not be an engi-
neer or architect. The public members serve for a
term of four years. The floating member shall be
the head of the using authority, or his designee,
that is presenting a proposal to the Board for
procuring architectural or engineering services.
The Board provides a method for awarding ar-
chitectural and engineering contracts for certain
State-financed capital projects for which the de-
sign fee is in excess of $25,000 to assure their eq-
uitable award at the best available price to the
most competent architect or engineer (Code 1957,
Art. 41, secs. 23 IN to 231Y).

The Board of Architectural Review, established
by Chapter 80, Acts of 1949, consists of seven
members appointed for four-year terms by the
Secretary of General Services from lists of nomi-
nations submitted by the Baltimore Chapter, the
Potomac Valley of Maryland Chapter, and the

Chesapeake Bay Chapter of the American Insti-
tute of Architects (Code 1957, Art. 78A, sec. 23).
The Board reviews architectural designs and
drawings and recommends any changes necessary
to make the proposed buildings functional and
practical for the use intended.

The Procurement Appeals Board was created
by Department of General Services regulations in
1977 (Code of Maryland Regulations Title 04,
Subtitle 06, Chapter 01, sec. 11). The Board con-
sists of three members knowledgeable in the field
of purchasing who also have experience in either
manufacturing, retailing, or public procurement.
Members of the Board are appointed by the Gov-
ernor with the advice of the Secretary of General
Services. Initially, one member serves for one
year, another for two years, and the third for
three years. Thereafter each member serves a
three-year term.
All requests for appeals and all responses to
appeals must be in writing. Any question, dis-
pute, or protest concerning bidding and award
procedures, or concerning the terms and condi-
tions of a contract, is referred first to the Pur-
chasing Bureau for resolution. If the vendor/sup-
plier is not satisfied with the resolution, that
party may within seven days from the date of the
decision appeal the matter to the Secretary for
further consideration. If the matter is not satisfac-
torily resolved at this level, the vendor/supplier
may within seven days appeal the matter to the
Procurement Appeals Board. Decisions of the
Procurement Appeals Board shall be the final ad-
ministrative decision of the State.
