The Governor appointed this special Commit-
tee in 1967 to carry out the terms of the National
Historic Preservation Act of 1966 (P.L. 89-665).
This Act requires the State of Maryland to pre-
pare a statewide comprehensive survey and plan
for historic preservation. "The survey must be re-
viewed by the Consulting Committee. The Com-
mittee selects its own chairperson.

The Maryland Arts Council was created by
Chapter 644, Acts of 1967, to replace the Gover-
nor's Council on the Arts in Maryland, which
had been established by Executive Order on
March 30, 1966, in conformity with the
provisions of the National Foundation on the
Arts and Humanities.
The Commission consists of eleven members.
Nine of these members are appointed by the
Governor for three-year terms. Two members
must be members of the General Assembly, one
of whom is appointed by the President of the
Senate and the other by the Speaker of the House
of Delegates, Members of the Council are chosen
because of their participation in civic, education-
al, and professional organizations concerned with
or engaged in the production of the performing
visual or creative arts. Members must also repre-
sent all sections of the State geographically. The
Council selects its own officers and employs nec-
essary staff members.
The Council is authorized to conduct
programs. Among these are grants to arts
organizations for artistic events of all sorts and
projects of its own devising. The Council may
also provide technical and consultative assistance
to arts organizations throughout the State and
design new or expanded arts programs.
The Council is the recipient of an annual grant
from the National Endowment for the Arts for
program support (Code 1957, Art. 41, sees.
387-395).

Some of the elements of the Division of Eco-
nomic Development were originally created as
parts of the former Department of Economic De-
velopment by Chapter 185, Acts of 1959, "for the
general purpose of advancing the economic wel-
fare of the people through programs and activities
to develop in a proper manner the State's natural
resources and economic opportunities pertaining
to commerce, agriculture, mining, forestry, trans-
portation, travel, tourism and recreation . . .."
The former Department was also directed to
"promote and encourage the location of new in-
dustries and businesses in Maryland and other
matters intended to foster and develop gainful
employment . . ." for residents of the State.
In 1970, the former Department became the
Division of Economic Development in the newly-
created Department of Economic and Community
Development. In November 1973 it was replaced
by Executive Order by the Division of Business
and Industrial Development and in July 1976 the
latter became a part of the reconstituted Division
of Economic Development, which was assigned
increased responsibilities.
The Division directs programs in business and
industrial development, tourist development, sea-
food marketing, minority business enterprise, and
