a lawyer or layman.
The terms of the members of the Appel-
late Commission and the Trial Court Com-
missions are for four years. The terms of
the present members expire in January,
1979.
The function of the Appellate Nominating
Commission and the Trial Court Nominating
Commissions is to consider and pass upon
the qualifications of proposed appointees
and to suggest to the Governor certain ones
for vacant judicial offices to be filled by him
on the Court of Appeals, the Court of Spe-
cial Appeals, the County Circuit Courts, the
Supreme Bench of Baltimore City and the
newly established District Court.

The Maryland Judicial Conference was
created by the Court of Appeals in 1971.
Its membership includes all judges of the
Court of Appeals, the Court of Special Ap-
peals, the Circuit Courts including the Su-
preme Bench of Baltimore City, and the
District Courts. The Administrative Office
of the Courts serves as the Secretariat for
the Conference and all committees ap-
pointed by it. The Chief Judge of the Court
of Appeals serves as the Chairman of the
Conference and appoints all committees.
The function of the Conference is the sub-
mission of reports which recommend changes
in existing rules or statutes. The Conference
meets annually to present an educational
program for all judges within the State
(Rule 1226).

The Court of Appeals created this Com-
mission in 1975 to supervise and administer
the discipline and the inactive status of at-
torneys. The Commission consists of seven
attorneys appointed by the Court of Appeals
for four-year terms. The Court designates
the Chairman. No member may serve more
than one full term.
The members of the Commission are to
investigate the possible misconduct of any
attorney. The Commission also prosecutes
discipline and investigates petitions for rein-
statement, suspension or disbarment. At the
same time, the Court of Appeals established
a Disciplinary Fund the payment of which
is required of an attorney for the first five
years after the year in which he was ad-
mitted to the Bar. The Court also created
an Inquiry Committee as well as a Review
Board to act on these disciplinary cases
(Rule 1100).

The State Library was established by
Chapter 53, Acts of 1826.
The Library Committee, which is com-
posed of at least three members appointed
by the Court of Appeals (Code 1957, 1971
Repl. Vol., Art. 41, sec. 155), exercises
general supervision over the Library and
appoints the Director (Code 1957, 1971
Repl. Vol., Art. 41, sec. 155).
The Library consists of a legal section of ap-
proximately seventy-two thousand (72,000)
