The Governor appointed this Commission
in 1976 to conduct a study to determine the
feasibility of granting concessions and cer-
tain protected capital investment rights to
private organizations in State parks and
parkways. The Commission consists of
members of the General Assembly, persons
involved in campground operation and
maintenance and banks. The Commission is
to report to the General Assembly in 1977
(Res. No. 77, Acts of 1976).

The Governor appointed the members of
this Commission to consider whether the
retention of the banking, savings and loan,
and small loan agencies should be consid-
ered as separate regulatory agencies or
combined into one agency to regulate the
conduct of finance within the State. The
Commission is to report at a later date. |

RESIDENTIAL NEEDS OF
THE RETARDED

The Governor appointed this Commission
in 1976 at the request of the General As-
sembly for the purpose of studying the
institutional and community-based needs of
the mentally retarded. The Commission con-
sists of members of the General Assembly,
two representatives from the Maryland As-
sociation for Retarded Citizens, Inc., one
from an independent provider of residential
services, the Director of the Mental Retar-
dation Administration, a representative of
the State Developmental Disabilities Coun-
cil, a representative from the Rosewood
Association for the Retarded, and a super-
intendent of a State-operated institution for
the retarded. The Commission is to develop
a long-range plan for residential services
for Maryland's retarded citizens and to in-
vestigate the relationship between expendi-
tures for State institutions and community-
based residential programs. The Commission
is to report to the Governor and the Gen-
eral Assembly no later than February 1,
1977 (Res. No. 19, Acts of 1976).
