policy considerations in the school construc-
tion program. The Commission is to re-
examine the 1971 school construction pro-
gram law which would revise the program
to promote the financial stability of the
State and its local subdivisions as well as
the capital needs of the local school dis-
tricts. The Commission is to make its report
at a later date.

The Governor appointed this Commission
in 1972 at the request of the General As-
sembly to study the operation of security
guards and special police and the relation-
ship between government and private in-
dustry in that field. The Commission consists
of members of the General Assembly and
persons involved in the training of police
officers (Res. No. 37. Acts of 1972).

The Governor's Advisory Commission on
Student Affairs for the University of Mary- |
land, College Park Campus was created by
Executive Order in 1976. The Commission
consists of fifteen members appointed by
the Governor from the student body at the
University of Maryland, College Park for
one year terms. Seven of the members rep-
resent various campus organizations includ-
ing the Black Student Union, the Chancel-
lor's Graduate Student Advisory Council,
the Interfraternity Council, the Panhellenic
Council, the Residence Hall Association,
the Student Government Association, and
the University Commuters Association.
Eight members are chosen at large. The
Governor's Education Officer serves as
liaison between the Governor and the
Commission.

The Governor appointed this Task Force
at the request of the General Assembly to
study the functions of the Board of Public
Works for the purpose of consolidating or
modifying its responsibilities. The Task
Force consists of three members who repre-
sent the Executive Branch of the State gov-
ernment, two appointed by the President of
the Senate, two appointed by the Speaker
of the House of Delegates, and two from
the public at large. The Task Force is to
