The Governor also appoints in each
county and the City of Baltimore a local
Physical Fitness Commission, each to be
composed of from fifteen to twenty-five
residents of the particular political subdivi-
sion. The Governor designates the Chairman
of each Commission (Code 1957, 1971
Repl. Vol., Art. 41, sees. 339-345).

The Board of Pharmacy created by Chap-
ter 179, Acts of 1902 consists of seven
members, six of whom shall be skilled phar-
macists and one a consumer. All members
are appointed by the Governor upon the
recommendation of the Secretary of Health
and Mental Hygiene for five year terms.
Each pharmacist member of the board is
selected from a list of recommendations of
three times the number of vacancies to be
filled from the Maryland Pharmaceutical
Association. Each consumer is recommended
by the Secretary of Health and Mental
Hygiene. Two members must be residents
of Baltimore City; two, residents of the
counties of the State; and three resident any-
where within the State. The Board licenses
pharmacists by examination and reciprocity
and there is also a biennial re-registration
program for pharmacists. The Board issues
permits for the operation of retail pharma-
cies and for the manufacture of drugs,
medicines, toilet articles, dentifrices, and
cosmetics. The Board also licenses jobbers,
distributors, and wholesalers or manufac-
turers of dangerous (prescription) drugs. In
cooperation with the State Department of
Health and Mental Hygiene, the Board en-
forces the pharmacy and drug laws of the
State.

The members of the Board and duly au-
thorized agents of the Department of Health
and Mental Hygiene inspect all pharmacies
or other places where prescriptions, medi-
cines, drugs, drug products, or domestic
remedies are compounded or sold, and in-
spects prescriptions, medicines, drugs, drug
products, or domestic products exposed for
sale. Druggists and pharmacists are required
to keep in their places of business a suitable
book or file in which to preserve for a
period of not less than five years every
prescription compounded or dispensed
(Code 1957, 1971 Repl. Vol., Art. 43, sees.
249-289).

The State Board of Physical Therapy Ex-
aminers, originally created by Chapter 606,
Acts of 1947, had its membership enlarged
by Chapter 742, Acts of 1966, and its mem-
bership reduced by Chapter 362, Acts of
1968.
The Board consists of five members, ap-
pointed by the Governor upon the recom-
mendation of the Secretary of Health and
Mental Hygiene for terms of five years each.
Two members of the Board are licensed to
practice medicine in Maryland, and three
members are licensed physical therapists, all
actively engaged in physical therapy in the
State. Appointments are made by the Gov-
ernor from lists submitted to him and the
Secretary of Health and Mental Hygiene
by the American Physical Therapy Associa-
tion of Maryland. Upon the termination of
the terms of the medical members, each will
be replaced by physical therapists. The
Board examines, licenses, and registers phy-
sical therapists and physical therapy assist-
ants who wish to practice in Maryland
(Code 1957, 1971 Repl. Vol., 1975 Supp.,
Art. 43, sees. 604-14).
