whether the financial resources of each institution are sufficient to
meet its financial requirements and to concern itself with solutions
when resources are inadequate.
After July 1, 1974, the Commission will have the added responsibility
of reviewing the established rates and that these rates are set in rea-
sonable relationship to the institution's aggregate costs and that the
rates are set equitably among all purchasers of services without undue
discrimination (Code 1957, 1971 Repl. Vol., 1972 Supp., Art. 43, sees.
668A-568X).

The Statewide Medical Assistance Program provides for medical
services in the home, office, hospital and nursing home. These services
include hospital inpatient services and hospital outpatient services,
diagnostic, licensed laboratory services, dental and optometric services,
ambulance, special treatment, drugs and certain medical supplies to
indigent and medically indigent. The Administration also involves pur-
chase of care under the Medicare program.
The medical expenses of this program are Federally matched on a
fifty-fifty basis for approximately ninety per cent of the recipients.
For the remaining ten per cent the medical expenses are funded one
hundred per cent from State and local funds. The medical expenses for
this group, however, are approximately twenty-five per cent of the
total expenditures for the program.

The objectives of the Office of Program Services are executed
through ten major administrations: Aged and Chronically III Services,
Drug Abuse, Juvenile Services, Laboratories, Local Health and Pro-
fessional Support Services, Medical Care Programs, Mental Hygiene,
Mental Retardation, and Preventive Medicine.
The Office of Program Services has the purpose of assuring efficient
and effective performance within each administration and of obtaining
an integrated and coordinated effort to achieve departmental objec-
