The Bureau of Consumer Health Protection consists of the follow- ing: The Division of Drug Control enforces the laws regulating the man- ufacture, distribution and dispensing of prescription drugs which in- clude narcotics, amphetamines, hallucinogens and barbiturates. The Division is also charged with registering practitioners to handle Con- trolled Dangerous Substances. Further responsibilities include enforc- ing laws applicable to Hazardous Substances; Bedding and Uphol- stery; Eyeglasses, Lenses and Frames; and Pesticides. The Division of Food Control regulates transportation of food prod- ucts, inspects food processing and storage practices, eating and drink- ing establishments, and assures safety of shellfish products. The Division of Milk Control enforces the law and regulations gov- erning the production, processing, labeling and distribution of graded milk, milk products and frozen desserts. The Division of Radiation Control is responsible for radiation pro- tection and its principal mission is to minimize exposure of the general population to unnecessary ionizing and nonionizing radiation from all controllable sources. Cohen, Executive Director 211 No. Guilford Street, Baltimore 21218 Telephone: 233-7100 The Health Services Cost Review Commission, established by Chap- ter 627, Acts of 1971 is an independent commission within the Depart- ment of Health and Mental Hygiene, the jurisdiction and powers of which extend to all hospitals, health care and related institutions. The Act, however, specifically did not include any hospital or related insti- tution operated or licensed and certified by the First Church of Christ, Scientist, of Boston, Massachusetts. The Commission consists of seven members appointed by the Gov- ernor for terms of four years. Four members must have no connection with the management or policy of any hospitals or related institutions. Of the initial appointees, two were appointed for terms of four years, two for three years, two for two years, and one for one year. The Gov- ernor annually selects the Chairman who selects a Vice Chairman. The Commission, with the Governor's approval, appoints the Executive Director. The Commission is charged with the duty of assuring to all pur- chasers of health care institutional services that the cost of such institutions are reasonably related to the total services offered by the institutions. It also is to cause the public disclosure of the financial position of all hospitals and related institutions in the State and to determine the actual total costs incurred by each of these institutions in providing health services. After three years, the Commission will review and certify the reasonableness of the rates established by these institutions. The Commission is to keep itself informed as to |
