Rovner, National Gov- ernors' Conference staff; Joseph Mumane, Maryland Association of Counties. The Governor appointed this special Commission in 1973 by Execu- tive Order to review Maryland's procedures for the awarding of non- competitive State contracts. The Commission consists of eleven mem- bers, of whom all the names of the professionals serving on the task force were selected from lists submitted to the Governor by the various societies of which they are members. These include the National So- ciety of Professional Engineers, the Maryland Society of Architects of the American Institute of Architects, and the Consulting Architects of Maryland. In addition, the Governor appointed members of his cabinet, a representative of the Maryland Association of Counties and a na- tionally prominent economist to serve on the Commission. The Task Force is to submit its report by December 1, 1973 in order that recommendations may be made for introduction to the 1974 Gen- eral Assembly. COMMISSION ON CRIMINAL LAW Chairman: Thomas J.
