Wilson, Jr. The Governor appointed this Special Commission in 1973 by Execu- tive Order to study the property tax and assessment techniques in Maryland. The Commission consists of members of the General As- sembly, members of Boards of County Commissioners, members of County Councils, Supervisors of Assessments and members of the gen- eral public knowledgeable in property tax and assessment techniques. The Committee consists of the Secretary of Transportation or his designee, the Secretary of State Planning or his designee, the Secretary of Natural Resources or his designee, the Sec- retary of Economic and Community Development or his designee, the Secretary of Health and Mental Hygiene or his designee and the State Aviation Administrator or his designee. The Department of Transportation is developing a State Aviation System Plan recommending the appropriate location, function and de- velopment costs for airports in the State. The Committee is to make its report and recommendations to the Board of Public Works (H. J. R. No. 2,1970).
