Fayette Street, Baltimore 21223 Telephone: 233-7100 The Health Services Cost Review Commission, established by Chap- ter 627, Acts of 1971 is an independent commission within the De- partment of Health and Mental Hygiene, the jurisdiction and powers of which extend to all hospitals, health care and related institutions. The Act, however, specifically did not include any hospital or related institution operated or licensed and certified by the First Church of Christ, Scientist, of Boston, Massachusetts. The Commission consists of seven members appointed by the Gov- ernor for terms of four years. Four members must have no connec- tion with the management or policy of any hospitals or related institutions. Of the initial appointees, two were appointed for terms of four years, two for three years, two for two years, and one for one year. The Governor annually selects the Chairman who selects a Vice Chairman. The Commission, with the Governor's approval, ap- points the Executive Director. The Commission is charged with the duty of assuring to all pur- chasers of health care institutional services that the cost of such institutions are reasonably related to the total services offered by the institutions. It also is to cause the public disclosure of the financial position of all hospitals and related institutions in the State and to determine the actual total costs incurred by each of these institutions in providing health service?. After three years, the Commission will review and certify the reasonableness of the rates established by these institutions. The Commission is to keep itself informed as to whether the financial resources of each institution are sufficient to meet its financial requirements and to concern itself with solutions when resources are inadequate. After July 1, 1974, the Commission will have the added responsi- bility of reviewing the established rates and that these rates are set in reasonable relationship to the institution's aggregate costs and that the rates are set equitably among all purchasers of services without undue discrimination (Code 1957, 1971 Repl. The Commission consists of twelve members appointed by the Gov- ernor for terms of four years. Initially, three members were ap- pointed for a term of one year, three for two years, three for three years, and three for four years.
