82 MARYLAND MANUAL
On July 1, 1970, the Secretary of Health and Mental Hygiene
created a Directorate of Mental Retardation by Executive Order. This
Directorate was superseded on August 1, 1971, by the present Mental
Retardation Administration which is charged with responsibility for
all programs for the mentally retarded formerly administered by the
Department of Health, and the Department of Mental Hygiene. The
newly-created Administration coordinates new and existing programs
with appropriate State agencies, parent organizations, and private
facilities which serve the mentally retarded and their families. It has
adopted as its primary goals, the development of every mentally re-
tarded person to his maximum potential and maximum degree of
independence. In order to help the retardate develop to his potential,
the Administration is striving to provide a continuum of care to the
retardate and his family. The Administration operates two hospitals
and one regional center.

GREAT OAKS CENTER

Great Oaks Center was established by Chapter 566, Acts of 1967,
as the Metropolitan Washington Retardation Center. It adopted its
present name in 1971. The residential facility opened in the fall of
1970 and has space for 230 residents. It is designed to provide a full
range of services, both in the residential setting and community to
non-ambulatory and partially-ambulatory mentally retarded residents
born after November 1, 1958 from Calvert, Charles, Montgomery,
Prince George's, and St. Mary's counties.
Great Oaks Center is the first regional program to be initiated by
the Mental Retardation Administration of the Maryland State De-
partment of Health and Mental Hygiene. Later construction will pro-
vide living and program space for 500 residents (Code 1957, 1968
Repl. Vol., Art. 59, sec. 19).

HENRYTON STATE HOSPITAL

This hospital was established by Chapter 464, Acts of 1922, and
provided for the care of tuberculous patients. Effective July 1, 1963,
by Chapter 110, Acts of 1963, the hospital was transferred to the
Department of Mental Hygiene. A special training and habilitation
program for severely and moderately retarded, ambulatory adults is
being carried out. Admission is thro gh Rosewood State Hospital Pre-
Admission Services. Occupancy is 400 beds.
The budget is predicated upon a population of 400.
