Boards of Education: Appointed by the Governor for five-year terms, except in Mont- gomery, Washington and Charles counties. In Montgomery and Charles counties, members are elected by the voters of the county for four-year terms. In Washington County, members of the Board will be elected by the voters at the general election to be held in November 1974. In Baltimore County, seven members must repre- sent each of the senatorial districts, while two members represent the county at large. The composition of the Board depends upon the number of pupils enrolled in the county's school system (Code 1967, 1971 Repl. Vol., 1971 Supp., Art. 77, Sees. 35-36). Superintendent of Schools: Appointed by the County Board of Education for a four-year term with the approval of the State Superintendent of Schools (Code 1967, 1971 Repl. Vol., Art. 77, Sec. 39). Community College Board of Trustees: Upon the request of a local board of education, the Governor appoints the members of each board with the advice and consent of the Senate. In Baltimore City, members are appointed by the Mayor and the City Council. Each board consists of seven members appointed for six-year terms. The appointing body includes one member of the Board of Education for the county or the School Commissioners of Baltimore City, except in Prince George's County where the board of trustees appoints one of its members to serve as liaison to the Board of Education. The boards of education in Allegany, Anne Arundel, Charles, Howard, Montgomery, Prince George's, and Washington (Hagerstown Junior College) counties have made this request. In Baltimore County, the board controls all the community colleges in the county. Except where noted, the State Board for Community Colleges performs this function (Code 1957, 1971 Repl. Vol., 1971 Supp., Art. 77A, Sees. 9, 9A, 9B). Boards of Library Trustees: Boards of library trustees consist of seven members. After July 1, 1971, each board member serves a five-year term, and may not serve for more than two consecutive terms. Upon the expira- tion of the terms of the members in office as of July 1, 1971, the vacancy is to be filled by the governing body of the county, except in Anne Arundel, Montgomery, Queen Anne's, Talbot, Washington, and Wicomico counties. In Montgomery County, the Library Board is appointed by the County Executive with County Council ap- proval for six-year overlapping terms; in Anne Arundel and Wicomico counties, the Board itself makes appointments for three- year overlapping terms, and in Talbot County, for four-year terms. In Queen Anne's County, the Library Corporation elects the board for six-year terms from its own membership, which consists of those who have contributed one dollar or more to the Library Corporation during the preceding year. In Washington County, the Board is self-perpetuating, and the terms are for life or until resignation (Code 1957, 1969 Repl. Vol., 1971 Supp., Art. 77, Sec. 172). Librarian (or Library Director) : Appointed by the Board of Library Trustees, except in Mont- gomery County, where the County Executive makes the appoint- ment upon the recommendation of the Library Board and with the consent of the County Council (Code 1967, 1969 Repl. Vol., 1971 Supp., Art. 77, Sec. 174). |
