The Harbor Tunnel Thruway, opened to traffic on November 30,
1957, provides a North-South by-pass of the City of Baltimore as well
as rapid motor transit from one area of the City to another. In addi-
tion to the twin tunnels under the Patapsco River, which are 1.7 miles
in length, it has approximately 18 miles of access roads and approaches
usable only by Tunnel patrons. These access roads, in addition to con-
necting with principal traffic arteries in the City, provide a link
between such through routes as U. S. 40 North and U. S. 40 West, the
Washington Expressway, and immediate connections to U.S. I North
and South, and to U. S. 301 South.

The Maryland Transportation Authority operates and maintains the
John F. Kennedy Memorial Highway (formerly the Northeastern Ex-
pressway) which was constructed with revenue bond proceeds author-
ized by Chapter I, Act of the Special Session of 1956 (Code 1957,
1969 Repl. Vol., Art. 89B, sees. 141-162A).
This toll road, which is a part of the Interstate Route 95, was
opened to traffic on November 14, 1963. Its 42 miles extend from the
Delaware State line to White Marsh, north of Baltimore. Combined
with the New Jersey Turnpike, the Delaware River Bridge, the Dela-
ware Turnpike, and the Patapsco (Baltimore Harbor Tunnel), this
highway is an integral segment of the major North-South traffic
facility along the East Coast.
The administrative offices of the John F. Kennedy Memorial High-
way are located at the Perryville Plaza Barrier where tolls for
through traffic are collected. The traffic volume on the John F. Kennedy
Memorial Highway for the 1970 calendar year totaled 12,658,250
vehicles. This produced $11,229,375 revenue and approximately
$1,750,000 of concessions revenue.
