Geppert, 1975 Garrett County Representative: John Adams, Jr., 1973 Savage River Dam, Westernport 21562 Telephone: 359-3201 The Upper Potomac River Commission, established in 1935, consists of three members appointed for six-year terms. The Governor appoints the Chairman, the Commissioners of Allegany County appoint a second member, and the Commissioners of Garrett County appoint a third. The Commission has jurisdiction over the water resources of Allegany County and of Election District Number 4 (Bloomington) in Garrett County. In July, 1953, the Commission took charge of the Savage River Dam, erected by the Army Corps of Engineers (Acts 1935, chap. 409; Acts 1936, chap. 143; Acts 1947, chap. 165). GOVERNOR'S PATUXENT RIVER WATERSHED ADVISORY COMMITTEE Chairman: John T. Parran, Jr. Leonard S. Blondes, John Hanson Briscoe, James Clark, Jr., Bennie C. Dowell, Donald W. Roberson, John W. Steffey. Indian Head 20640 The Governor appointed this Committee at the request of the Board of Natural Resources in .1967. The Committee consists of members of the House of Delegates and the Senate together with citizens from each of the basin counties. The Committee is to recommend what can be done to save the watershed from the threat of pollution, erosion, and urban encroachment and to initiate a plan for its development so that the pollution of the river and its tribu- taries may be abated. In July 1968, the Committee completed a report which warned that portions of the Patuxent River are now threatened with early destructive pollution and unsightly degradation unless immediate steps are taken to prevent this from happening. In its report, the Committee recommended that all existing water treat- ment plants be immediately brought to their maximum level of operating efficiency and that work be started on a new basin-wide treatment disposal system based on the anticipated increased waste load demands that will be made on the river during the coming years. In addition, the Committee recommended a variety of open space park and recreational programs along the banks of the river to preserve the environment.
