The Maryland Environmental Trust was created by Chapter 648,
Acts of 1967, to conserve, improve, stimulate and perpetuate the
aesthetic, natural health, scenic and cultural qualities of the Mary-
land environment. The Trust is also to encourage the people of the
State to do so and to promote the continuing interest in and study
in such matters.
The Trust consists of twelve trustees appointed by the Governor
by and with the advice and consent of the Senate for terms varying
from one to four years. In addition, the Governor, the President of
the Senate and the Speaker of the House of Delegates serve as ex
officio members. The Commission selects its own officers, the Director
of the Trust, and other employees as may be necessary.
The Trust absorbed and expanded the functions and activities of
the Governor's Committee to Keep Maryland Beautiful (Code 1957,
1971 Repl. Vol., Art. 41, sees. 181L-181X).

The Governor appointed this Committee in 1954 to promote cleanli-
ness on highways, roadsides, picnic areas, parks, and other public
places. Its forty members represent all sections of Maryland.

The Maryland Environmental Service was created by Chapter 240,
Acts of 1970 as a public corporation to assist local government and
industry in the elimination of pollution resulting from the disposal of
liquid and solid wastes. The Service consists of a three-member Board
of Directors of whom the officers are a Director, a Secretary and a
Treasurer, appointed by the Secretary of Natural Resources with the
approval of the Governor. The Service is to assist with the preserva-
tion, improvement and management of the quality of land, air and
water resources. To this end, it encourages reduction in the amount
of waste generated and discharged to the environment and serves the
State's political subdivisions and economic interests.
The Maryland Environmental Service represents a new approach
to the problem of environmental pollution. It is a product of the
