MARYLAND MANUAL 265 The Governor appointed this special Commission in 1967 at the request of the General Assembly to propose a long term plan for the preservation of highly productive agricultural lands in Maryland, to develop guide lines for the use of the remaining agricultural lands in the State in order to meet the future needs of our society, and to consider the relationship of agricultural lands in its various uses to establishing taxing and assessing procedures. The Commission consists of persons who have backgrounds in agri- culture, economic development, suburban development, real estate and planning. The State Department of Assessments and Taxation, the Department of Economic Development, tile State Health Department, the Department of Natural Resources and the State Planning Depart- ment are cooperating in this study. The Commission submitted its interim report to the Governor and the General Assembly in February 1968. It has presented subsequent statements and recommendations to a subcommittee of the Legislative Council with particular reference to "the relationship of agricultural lands in its various uses to established taxing and assessing proce- dures." The report on other phases of the assignment has not as yet been completed (Res. No. 42, Acts of 1967). The Commission is to consider all factors involved in relieving hunger and malnutrition especially the establish- ment of guidelines for determining the eligibility of children for the free lunch program; what types of lunches will be served in the different schools; whether non-public schools should be included in the program; and how lunches would be distributed to children participat- ing in the program in schools where not all pupils were included.
