to continue its studies of the adequacy of passenger carrier facilities
in the Washington Metropolitan area, to negotiate with Virginia and
District of Columbia representatives and the Federal Government for
a further compact to establish a permanent organization for transpor-
tation in the area and to report from time to time on the progress of
their work.

At the request of the General Assembly, the Governor appointed
this Commission in 1959 to arrange for the proper commemoration of
the Battle of Antietam and other campaigns of the Civil War fought
on Maryland soil. The Commission is to coordinate its plans with those
of the Battle Commissions of other cities, counties and states observ-
ing Civil War Centennials and with the National Park Service. The
Commission also includes those members who were originally ap-
pointed to serve on the Committee Commemorating Maryland's Role
in the War Between the States (J. R. No. 81, Acts of 1959).

The Governor appointed this Commission in 1956 as the Maryland
Commission for the Prevention and Treatment of Juvenile Delin-
quency. It adopted its present name on July 1, 1961. The Commission
was established to give leadership in coordinating services for chil-
dren, in stimulating the development and expansion of needed services,
and in carrying out an action program which would include an ever-
widening group of interested well-informed citizens.
At present the Commission has forty-four members. Staff and serv-
ices are provided by the Department of Public Welfare.
