The Governor appointed this special Committee in 1962 to investi-
gate complaints about certain health and dance studios and to recom-
mend, if necessary, regulatory legislation for those businesses. The
Committee is continuing its investigations.

The Governor originally appointed this Committee in 1961 upon
the recommendation of the State Planning Department to study and
review the State debt and other important matters of fiscal policy.
The original membership consisted of the Comptroller of the Treasury,
the State Treasurer, and the Directors of the Department of Budget
and Procurement, the State Planning Department and the Depart-
ment of Assessments and Taxation. The Committee had its member-
ship expanded in 1962 to include three members from outside the
State government. At that time, the Committee's function was
expanded to keep the State's bonded indebtedness and other fiscal
matters under constant surveillance so that the Governor, in apprais-
ing requests and legislation calling for State financial support, would
have adequate background and advice readily available to him.

In 1962, the Governor designated the State Board of Education as
the State Educational Television Agency and established a working
committee known as the Educational Television Advisory Committee
to represent the broad educational-cultural interests of the State.
The Advisory Committee is to study and report upon the educa-
tional and cultural applications of television in the State. The report
is to include recommendations for the coordinated development of
educational television in Maryland. The Committee is also to estab-
