lish criteria for appraising the scope of optimal programming and the
technical standards of operation and to recommend the assignment of
educational television channels in the State. Requests for licensure
of educational channels or for federal assistance are to be referred
to the committee for evaluation and recommendation. The Committee
reviews annually the program reports submitted to it by the operat-
ing units and develops procedures for the effective coordination of
educational television throughout the State, both open and closed
circuit.

The Governor appointed this Commission in 1962 at the request of
the General Assembly. The Commission is to study what day care
services are at present available to children in Maryland. The Com-
mission is also to determine the adequacy of these existing services,
their licensing, and accreditation. The Commission is to recommend
any necessary changes, recommend the sources from which funds
might be obtained to implement this program, and to consider the
proper State agency to carry out such services. The Commission is
further charged to serve as an advisory committee on day care to
the State Department of Public Welfare with regard to the general
policy involved in the provision of day care services under the State
plan submitted to the Federal government. The Commission is to
report its findings to the Governor and the General Assembly. Staff
services are being provided by the State Department of Public Wel-
fare (J. R. No. 18, Acts of 1962).

The Governor appointed this Commission in 1962 in response to a
recommendation made by the Maryland State Bar Association to
investigate the possible existence of disparities in sentences given in
criminal cases within the State of Maryland. The Commission is con-
tinuing its investigations and will submit its recommendations at a
later date.
