The Board of Public Works authorized the Governor in November
1960, to appoint a committee to undertake a study of a long range
policy regarding the dumping or disposal of material from Baltimore
Harbor area into the upper Chesapeake Bay. The committee is to
continue its studies.

The Governor, the President of the Senate, and the Speaker of the
House of Delegates appointed this Commission in 1959 to study water
rights in Maryland and consider what legislation may be necessary
to clarify them. The Commission gives equal representation to agri-
cultural and urban water users. It is to report to the Governor,
members of the General Assembly, and Legislative Council (J. R. No.
23, Acts of 1959).

STATE SYSTEM OF INSURING SAVINGS AND LOAN
ASSOCIATION DEPOSITS

At the request of the General Assembly, the Governor appointed
this Commission in 1961, to study the establishment of a State system
of insuring the deposits of savings and loan institutions in the State.
The Commission is to report to the 1962 Session of the General As-
sembly (J. R. No. 22, Acts of 1961).
