The General Assembly created this Commission in 1969 to investi-
gate all possible modes of mass transit for the Baltimore area and to
recommend legislation for the creation of appropriate governmental
agencies to assist, regulate, coordinate, and participate in mass transit
operations. The Act specifies that the Commission have at least 18
members appointed by the Governor as follows: the Senators from
Anne Arundel, Baltimore, and Howard counties; one member each from
the Baltimore City and Anne Arundel, Baltimore, and Howard County
delegations; one member each from the Baltimore City Council and
the Anne Arundel, Baltimore, and Howard County Boards of Commis-
sioners; one representative each of the Public Service Commission,
Department of Transit and Traffic of Baltimore City, Department of
Public Safety of Baltimore County, and Department of Motor Vehicles;
and one representative each of business interests from Baltimore City,
Baltimore County, and Anne Arundel County. The Commission must
report to the Governor and Legislative Council within 120 days after
its appointment (Acts 1969, chap. 766).

At the request of the General Assembly, the Governor appointed
this Commission in 1969 to review the present formula for distributing
gasoline tax and motor vehicle revenue funds between the State Roads
Commission and the political subdivisions of the State. The Com-
mission is to make recommendations to the Governor and the General
Assembly (Acts 1969, J.R. 24).
