MARYLAND MANUAL 31

The Attorney General and his Assistants represent the State in all
litigation, including criminal appeals before the Court of Appeals,
and act as counsel to the Governor, the Legislature, all State Depart-
ments, Boards and Commissions except the Public Service Commis-
sion, and they also act as counsel to all Baltimore City officials who
are appointed by the Governor, the Clerks of the Courts, Registers of
Wills, State's Attorneys, Trial Magistrates, Sheriffs, and a few other
county officials, but they do not represent the Boards of County Com-
missioners, Boards of Supervisors of Elections in the Counties, or
other County Boards or officials who nave their own counsel.
