streets, lanes or alleys, and such as will advance the health, con-
venience and cleanliness of the town, and may, with the consent
of a majority of the persons entitled to vote for commissioners at
a meeting to be called for that purpose, adopt the same.'
140. They may cause all obstructions and nuisances to be
removed-fyom the streets, lanes and alleys, and may cause the
streets to be repaired and unproved whenever a majority of the
voters shall require the same to be done.
141. They may cause a register of the persons qualified to vote
for commissioners to be made and kept, and from time to time
corrected.
142. They may cause an assessment and valuation of the real
and personal property within the town to be made and returned
from time to time by some person appointed by them for that
purpose, and any person may appeal from the valuation of such
assessor at any time within six weeks after the return of the
assessment to the commissioners, who may make such change iu
the assessment as they may deem just.
143. They may summon the persons entitled to vote for com-
missioners by public advertisement to meet at some certain time
and place within the limits of the town, upon any extraordinary
occasion, and whenever it shall be deemed necessary for any
purpose advantageous to the town by a majority of the voters so
assembled, may levy on the property assessed in the town a tax
not exceeding thirty-seven and a half cents in the hundred dollars
in any one year.
144. They may extend the limits of said town whenever they
may deem it expedient.
145. The bailiff appointed by them shall, before he enters upon
the duties of his office, make oath before the said commissioners,
or one of them, that he will faithfully and impartially perform
the duties required of him as bailiff to the best of his skill and
judgment, and without favor, affection or prejudice.
146. The said bailiff shall attend the meetings of the commis-
sioners when required, and perform such services as they shall
direct; he shall prevent the irregular and tumultuous meetings
of slaves, negroes and other dissolute and disorderly persons.
