132. The commissioners of said town, or a majority of them,
shall be judges of all elections for commissioners, and the pro-
ceedings thereof shall be recorded under their direction; and
every commissioner, before he shall proceed to open an election,
shall make oath that he will faithfully and impartially permit
every person to vote at such election who shall be qualified to
vote for a commissioner of said town, and that he will not suffer
any person to vote at such election who shall not in his judg-
ment be qualified to vote.
133. If an election shall not, from any cause, be held at the
time fixed by the commissioners for holding the'regular election,
an election may be held at any other time thereafter upon. 'ten
days' notice being given by the judges of election.
134. Every commissioner, before entering upon the duties of
his office, shall make oath before some.justice of the peace that
ho will diligently and faithfully, according to the best of his
judgment, perform the duties of a commissioner of said town,
without favor, partiality or prejudice, and a certificate of such
qualification shall be returned by the justice to the commissioners
and be filed and recorded among their proceeding's.
135. The said commissioners, or a majority of them, shall meet
at such public place within the limits of the town as shall be
previously notified on the first Monday in every third month
after an election, and as much oftener as they may think proper.
136. They may appoint and qualify a clerk, who shall keep a
record of their proceedings in well bound books to be provided
by them for that purpose, and to be open to the inspection of all
persons interested.
137. They shall annually, after ten days' notice of the time of
the appointment, by advertisement set up at the court-house in
said town, appoint a bailiff, and shall prescribe his duties.
138. They may pay their clerk, and bailiff a reasonable com-
pensation for their services.
139. They may from time to time recommend such plans and
regulations as they shall judge necessary for the removal of
nuisances, for the prevention, of swine and geese going at large,
or any filth, litter or obstruction from being thrown or left in the
