109. If the citizens of any school district refuse or neglect
to elect trustees, the board of primary education, at their first
meeting after the time of said election, shall appoint four trus-
tees for such district.
110. The trustees in each school district shall continue in office
until their successors are elected or appointed.
111. In case of any vacancy in the board of trustees of any
district, the remaining trustees shall have power to fill such
vacancy until the next election.
112. It shall be the duty of the board of trustees of each dis-
trict to ascertain and determine what scholars admitted into
their school shall be entitled to the poor school fund, and they
shall also have power to admit such other scholars as may be
able to contribute to said school, upon such terms as they may
determine, not exceeding one dollar per month.
113. They shall examine and ascertain the qualification of any
teacher that may apply for employment in the school.
114. They shall visit each school once in every two months
during the time it is in operation, to examine the scholars and
see that the school is properly conducted in every respect, and
shall adopt such rules and regulations for the government thereof
as they may deem proper and necessary, and may dismiss the
teachers whenever in their judgment the interest of the school
requires it.
115. They shall make a true and full report annually to the
board of primary education at their first meeting after the first
day of June, of the whole number of children educated at their
school the past year, the period each has gone, and the price
paid for the tuition of each scholar, designating the proper sub-
jects of the free school fund, and the condition of their district
and the school house therein.
116. The board of primary education shall have power to
alter and change the bounds of the several school districts,
and to form the districts anew, by increasing or diminishing the
number thereof, and to divide any one or more of the several
districts into new districts, whenever it shall appear to them
proper to do so.
