135. They may regulate by ordinance the market in said
town, appoint an inspector of said market, assign his duties,
and allow him a reasonable salary; and may authorize him,
under their control and direction, to rent out for the benefit of
the corporation, the butchers' stalls in and the benches in and
about said market house.
136. They may levy upon the taxable property in the said
town, not exceeding twenty-five cents in the one hundred dollars,
worth of property in any one year, which they may collect as
county taxes are collected, or in any other mode they may by
ordinance adopt, and apply the same when collected and all
other moneys coming to their hands belonging to the corpora-
tion to the expenses of the corporation and other objects con-
templated by this charter.
137. The mayor in virtue of his office shall have and exercise
all the jurisdiction and powers of a justice of the peace, and shall
be entitled to the same fee.
138. He shall, before he enters upon the duties of his office,
execute a bond to the State of Maryland, with two securities
approved by the councilmen, or a majority of the same, in the
penalty of five hundred dollars, conditioned for the payment to
the treasurer of said corporation of all moneys arising from fines
or other sources belonging to said corporation.
139. He shall once in three months make a report of and pay
over all moneys in his hands due to said corporation, and upon
failure, after being twice notified by the council to do so, the
office of mayor shall be declared by said council to be vacant,
and the council shall by appointment, from themselves, fill the
vacancy for the remainder of his term.
140. The councilmen, or a majority of them, may put the bond
of the mayor in suit for the recovery of any money belonging to
the corporation which the mayor may have failed to account for
and pay over.
141. The mayor and each councilman shall receive two dollars
a day for every day the council may be in session, to be paid out
of the funds of the corporation; but if the mayor and council
are called upon to view and determine upon the limits or bound-
aries of any lot in said town, the party by whom they are called
