upon to act shall pay the mayor and each councilman the sum
of one dollar per day.
142. The mayor and council may impose fines, penalties and
forfeitures for the breach of their by-laws and ordinances not
exceeding twenty dollars for any one offence.
143. All fines, penalties and forfeitures under the ordinances
of the corporation, shall be recovered before the mayor as small
debts are recoverable before any justice of the peace.
HANCOCK.
144. The citizens of Hancock, in Washington county, are a
body corporate, by the name of "The Burgess and Commis-
sioners of Hancock," and by that name may sue and be sued,
and may have and use a common seal.
145. The bounds of said town shall be as follows: Beginning
at a culvert over the Little Tenolaway Greek west of Hancock,
running east with the Ben Bank of the Chesapeake and Ohio
Canal to a ravine near the house of Jacob Fry, thence with said
ravine north one-fourth of a mile; thence west with a parallel
line of the Ben Bank of said canal to Tenolaway Creek, thence
with said creek to the place of beginning.
146. The free white male citizens of Hancock of the age of
twenty-one years and upwards, who have resided in said town
for twelve months preceding the election, shall, on the first Mon-
day in April in each year, elect by ballot, a burgess, assistant
burgess and three commissioners, having in all respects the same
qualifications as the voters.
147. All elections shall be held and conducted as shall from
time to time be directed by the by-laws of the corporation, not
contrary to this charter.
148. If during the year for which they were elected, the bur-
gess, assistant burgess, or any of the commissioners shall die,
resign, remove from the town, be non compos mentis, or displaced,
an election to fill the vacancy shall be held after ten days' notice,
and all persons qualified to vote at a regular may vote at such
special election.
