them, in the sum of one thousand dollars, conditioned for the
faithful discharge of his duty as treasurer.
123. The clerk shall enter the ordinances and proceedings of
the council in a book to be kept for that purpose, and the said
.ordinances and proceedings shall be signed by the mayor and
countersigned by the clerk, and shall be at all times open to the
inspection of any person, and the said ordinances shall be pub-
lished at least twice in such newspapers printed in Hagerstown,
as the mayor and council shall direct.
124. The mayor and council may direct and provide for
levelling and paving the streets, alleys and footways in said
town or any of them, may grade the same and direct repairs
upon them when they think proper; may cause bridges or
culverts to be made. over the waters or hollows, and may con-
tract with the citizens of the town for paving the streets and
alleys in such manner as they shall by ordinance direct.
125. They may compel owners or occupiers of improved or
unimproved lots in said town, or any of them, to pave the foot-
ways in front of such lots, or in case of neglect or refusal of
such owner or occupier to do the same, may have the same paved
at his expense.
126. They may pass such ordinances as they may deem
proper and expedient for prohibiting or causing to be abated or
removed obstructions from the streets, lanes, alleys, sewers,
waters or water courses of the town, as well as all nuisances,
whether such at common law or so declared by any ordinance
of the said town, for the purpose of maintaining the cleanliness
and health of the town, and for the security of property by the
prevention or extinction of fires, and the regulation of fire com-
,panies, and' all punishments for the violation of any ordinance
passed under this section shall be by fine not exceeding twenty
dollars.
127. They may determine all disputes respecting the limits
and boundaries of lots in the town, or any of them, which deter-
mination shall be final against all persons having a knowledge
of the same, unless controverted in the proper court of law
within twelve months after notice or knowledge of such deter-
mination.
