108. All the property of said town shall be vested in said com-
missioners, and they may collect all wharfage due and taxes
levied by them, as other debts are collected.
109. They may lay out, mark and define the several streets in
said town, may name them, and change the names at pleasure.
110. They may levy and collect taxes in said town, not ex-
ceeding in any year one dollar in the hundred on the assessable
property in said town, and shall, once in three years, appoint an
assessor, who shall, under oath, value and assess the property in
said town, in the same manner and with like authority as county
assessors.
111. If the owner of any property assessed shall feel aggrieved
by such assessment, he may appeal to the commissioners, who
may make such deduction therefrom as to them may seem just
and reasonable.
112. The said commissioners may annually appoint one or
more persons to perform the duties of bailiff and collector
within the limits of said town, who shall take an oath before
some justice of the peace for said county faithfully and par-
tially to discharge their duties without favor, affection or impar-
tiality, according to the best of their skill and judgment, and
who shall give bond in the same manner and in the same pen-
alty as the constables of Talbot county. ' .
113. The said bailiff shall attend the meetings of the commis-
sioners whenever required, to perform such services as they
shall direct, shall prevent the tumultuous and irregular meeting
of slaves and free negroes in said town, and disperse them when
so assembled by reasonable and lawful means, and may punish
with moderate correction, all slaves and free negroes found
strolling in the streets at night, and shall prevent slaves from
frequenting the houses of other persons in said town without
the consent of their owners.
114. The said commissioners may pass all by-laws and ordi-
nances necessary to give effect and operation to the powers
vested in them, and may impose fines, penalties and forfeitures
for the breach thereof; but no ordinance shall impose a fine of
more than ten dollars for any one offence.
