and carry into effect the provisions of this charter and the ordi-
nances of the corporation.

170. If during the year for which they were elected any of
said commissioners shall die, resign, remove from said town or
be otherwise disqualified, an election to fill the vacancy shall be
held, and all persons qualified to vote at the regular may vote at
such special election.

171. The said commissioners may appoint a clerk, prescribe
his duties, and allow him such compensation as they may think
proper, and all ordinances passed by the said commissioners shall
be entered by the clerk, in a book to be kept by him for the pur-
pose, which shall be at all times open for the inspection of any
person interested; and copies of all ordinances shall be put up in
the most public places in said town, that the same may be gene-
rally known.

172. The said commissioners may make such by-laws, regu-
lations and ordinances, not contrary to law, as they may deem
wise, equitable and expedient for the health, convenience and
prosperity of the town and its inhabitants, for the prevention
or removal of nuisances, preservation of the health, and suppres-
sion of vice and immorality within the limits of the town.

173. They may lay an equal tax on the real and personal
property in the town, to such amount as they may deem neces-
sary, and may appoint a collector to collect the said tax, who
shall have the same power to distrain for and collect the same
as the collectors of county taxes, and they shall fix the term of
office, responsibility and compensation of^ said collector.

174. All fines and forfeitures, under the ordinances of said
corporation, shall be recoverable as small debts are, before the
president of said commissioners or before any justice of the
peace.

175. No person living in said town, or owning small lots of
ground containing less than ten acres lying within half a mile
of said town, shall keep or raise any swine within said town, or
within half a mile thereof, except in enclosures, or suffer any
swine to go at large therein or within half a mile thereof.
