or offence, to be recovered before any justice of the peace, and
applied to the repair of said causeways and wharves.

164. Any person who has built or shall build any mill in said
county on any branch or run where the public road crosses such
branch or run, and who, by the building of such mill or dam for
the same, shall in any manner affect or injure the public road
across such branch or run, shall, within one month after the
building of such mill and dam, erect a causeway across the breast
of such dam at least twelve feet wide, and shall keep the same in
good repair; and such person shall be exempt from any summons
for himself or slaves to work upon the public roads.

SALISBURY.

165. The citizens of Salisbury town in Somerset and Worcester
counties are a body corporate, by the name of " The Commis-
sioners of Salisbury Town," with all the privileges of a body cor-
porate, and to have a common seal and perpetual succession.

166. The free white male citizens of said town of the age of
twenty-one years and upwards, and who have resided in said
town for six months next preceding the election, and all free
white male citizens of full age who are owners of real estate in
said town and reside within six miles thereof, shall, on the first
Monday in May, annually, at such house as shall be designated
by the municipality, select seven persons who have resided
therein for six months next preceding the election commissioners
of said town.

167. All elections shall be held and conducted as shall be from
time to time directed by the by-laws of the corporation, not
inconsistent with this charter.

168. The bounds of said town shall be as described upon a plat
thereof recorded in the office of the clerk of the Circuit Court for
Somerset county. •

169. The said commissioners may meet from time to time as
occasion may require, and not less than once in every three
months, and shall, at their first meeting after their election,
choose one of their number president of the board, who shall
preside at all meetings of the commissioners, and preserve order,
