qualified, and may, whenever they shall deem necessary, levy a
tax on the property assessed, not exceeding in any one year
thirty cents in every hundred dollars of assessable property.
115. Whenever they shall levy a tax, they shall make out an
alphabetical list of the persons chargeable therewith, and affix
the respective sums to be collected from each person, and annex
thereto a warrant to the bailiff to collect the same; and the
bailiff shall, within ten days after the receipt of such warrant
and list, furnish each person chargeable with an account of his
assessment, and if the said assessment shall not be paid within
twenty days after the delivery of such account, the bailiff may
collect the same by distress and sale of the goods and chattels of
the delinquent.
116. The bailiff shall account for the amount of such assess-
ment with the commissioners, at or before the end of two months
after the receipt of the same, and pay the sums collected, under
penalty of double the amount thereof.
117. The assessment or tax on the real property of non-resi-
dents, if there be no personal property thereon, shall be collected
out of the rents of such property by attachment against the
rights and credits of the owner, and until such assessment or tax
is paid, the same shall remain a lien upon the property, subject
to legal interest.
118. The bailiff of said town shall, before he enters upon the
duties of his office, make oath before the commissioners that he
will faithfully and impartially perform the duties of his office
to tho best of his skill and judgment, without favor, affection or
prejudice.
119. He shall attend the meetings of the commissioners when
required, and shall perform such services as shall be directed by
them; shall prevent the tumultuous and irregular meetings of
slaves, negroes and other dissolute and disorderly persons within
the limits of said town and precincts, and disperse them when so
assembled, and punish by moderate correction, under such rules
as shall be prescribed by the commissioners, all negroes and
slaves found strolling about the streets at night, or frequenting
the houses of other persons without the permission of their
owners.
