favor, partiality or prejudice; and a; certificate of such qualifica-
tion shall be made and returned by such justice to the com-
missioners, to be filed and recorded among their proceedings,

108. The said commissioners shall meet on the first Monday
of April, and on the third Monday of every third mouth there-
after, and as much oftener as they shall judge necessary.

109. They may appoint and qualify a clerk, who shall keep a
record of their proceedings in well bound books, to be provided
by them for that purpose, and to be subject to the examination
of any person interested therein.

110. They shall annually, in the month of May, appoint a
bailiff, and shall prescribe his duties, and require him to give
satisfactory security.

111. They may appoint a supervisor of streets, lanes and alleys
of the town and precincts, and may order and direct in what
manner the streets, lanes and alleys shall be kept and repaired;

and the inhabitants of the said town and precincts shall not be
compelled to do any labor on the public roads in said county,
beyond the said town and precincts, or to pay any sum for keep-
ing the same in repair.

112. They may allow their clerk, bailiff and supervisor of
streets, such compensation as they may deem reasonable.

113. They may cause all nuisances and obstructions to be re-
moved from the streets, lanes and alleys of said town and pre-
cincts ; may cause the streets to be repaired, improved or paved,
and provide means for the purpose; may cause a register to be
made, kept, and from time to time corrected, of all persons en-
titled to vote for commissioners of said town, and may make
such by-laws for the regulation and good government of the
said town and precincts and the inhabitants thereof, and to
restrain disorders and disturbances, and prevent nuisances, in-
conveniences and annoyances within the same, as they may
deem proper, not contrary to law, and may impose reasonable
fines and forfeitures for a breach of any by-laws by them made.

114. They may cause an assessment of all the property, real
and personal, within the limits of the town and precincts, to be
made from time to time by an assessor by them appointed and
