41. They shall at their first annual meeting appoint a clerk,
who shall receiv'e aa annual salary of three bufldrad dollars, and
who before entering upon the discharge of his duties shall,
before one of the said commissioners, take and subscribe the
following oath: "I, A.B., do swear that as clerk of the county
commissionera for Somerset county, I will honestly and faith-
fully, to the best of my skill and judgment, execute the dutiea
of said office without favor, affection or prejudice, so help me
God."

42. The clerk shall also execute a bond to the State of Mary-
land in the penalty of two thousand dollars, approved by said
commissioners, and conditioned for the true atd faithful perform-
ance of his duties; which bond shall be recorded in the office of
the clerk of the Circuit Court for aaid county.

43. The said commissioners may issue a summons directed to
the sheriff of said- county, for any person in said county to
appear before them and testify in any matter of which they may
require information, and the sheriff shall execute and return
such summons according to its tenor.

44. The clerk of the Circuit Court shall annually, on or before
the first Monday in April, furnish to and lay before said com-
missioners copies of all such lists, accounts, papers and docu-
ments as may be useful and necessary to them in ascertaining
the county charges, according to the directions he may from
time to time receive from them, and on failure or refusal to
comply herewith when required by said commissioners, or their
clerk by their order, he shall forfeit to them for the use of the
county the sum of one hundred dollars, to be recovered by indict-
ment in the Circuit Court of said county.

45. The clerk of the county commissionerB shall be entitled to
twenty-five cents each for making out and delivering to the
sheriff of said county certificates of the appointment-of trustees
of the poor>

ELECTIONS.

46. Somerset county is divided into fifteen election districts
according to their present bounds and limits, and all elections
for public officers shall be held in each of said districts at the
place therein now established by law for that purpose.
