accurate account, showing the particular items of expense in
each school district in the county, and shall, at the end of each
year, publish in the newspapers of said county, a full account of
the same, with a statement of any balance which may remain
unappropriated.
105. They shall, at their first meeting in every other year.
appoint from among the citizens of each school district, five dis-
creet persons, who shall constitute a board of trustees for their
particular school districts, and who shall serve for two years
from the date of their appointment, and until their successors
shall be appointed.
106. A majority of said trustees shall constitute a quorum for
the transaction of business, and in case of a vacancy in the board
of trustees, the school commissioners shall fill or authorize the
remaining trustees to fill such vacancy.
107. The trustees shall meet annually, or oftener in case of a
vacancy, and recommend to the board of school commissioners a
teacher for the school within their district, and they shall employ
no teacher unless he shall furnish a certificate from the board of
school commissioners, stating that he has been examined as a
teacher by authority of said board, and found to be qualified, as
hereinafter prescribed; and if any trustees shall employ and
keep in their school any teacher who has not obtained the re-
quired certificate, or a renewal of the same, the school commis-
sioners shall withhold all compensation from the teacher as such,
and from the school district in which he was employed, all benefit
of the school fund, until this section shall be complied with.
108. The trustees, whenever the bounds of the district shall
be changed, or new districts created, shall ascertain the number
of white children, between the ages of five and seventeen years,
within said district, and report the same to the president of the
board of school commissioners, and in those districts in which
there is no school house, make arrangements for the erection of
one, and procuring the necessary furniture for the same, and the
school commissioners shall make such appropriation as to them
may seem proper, to be expended by said trustees in building
and furnishing said school house.
109. They shall superintend the schools within their respective
districts, and make rules for the good government thereof.
