99. The Treasurer of the State shall, on the warrant of the
Comptroller, pay annually to the treasurer of the school fund
of St. Mary's county such proportion of the school fund as said
county may be entitled to receive.
100. The county commissioners of said county shall annually,
at the time of levying the tax for county purposes, levy the sum
of ten cents on the one hundred dollars, for the purpose of sus-
taining the common schools of the county, which sum shall be
collected as other county taxes, and paid to the treasurer of the
school fund; and the county commissioners, in taking the bonds
of the several county collectors, shall require such additional
security as will insure the payment thereof.
101. The school commissioners shall apportion equally among
the several school districts the amount the county shall be
entitled to receive from the Treasurer of the State, and the
amount hereinbefore authorized to be levied, and they shall
pay, or cause to be paid to the order of the trustees of the
several school districts, the distributive share of each in the
following manner: One-half when they shall be satisfied that a
school has been open for five months, and the balance when
they shall be satisfied the said school has been open for ten
months in the year, exclusive of vacation; and if any school
shall not be kept open ten months in a year, they shall pay what
will be a fair pro rata compensation for any shorter period.
102. They shall, if any money shall be left in the hands of the
treasurer of the school fund, after defraying expenses and pay-
ing teachers, annually direct the treasurer to invest the same,
and when invested, the said board may collect, and if necessary,
may sue in the name of the State of Maryland, for their use,
to recover any amount due them; and the said fund shall, at all
times, be under the control and management of the board of
school commissioners, to bo managed and disposed of by them
to the best of their judgment.
103. They shall number each school district in the county,
and may make such changes, from time to time, in the lines
and boundaries thereof, and create such additional school dis-
tricts, as in their judgment may be required.
104. They shall draw all orders upon the treasurer of the
school fund, for the payment of money, and shall keep an
