the best of the^r judgment, and they shall be paid for their ser-
vices by said commissioners out of the taxes levied as afore-
said.

50*. Any person -who may deem himself aggrieved by said
assessment, may appeal for relief to the said commissioners within
thirty days after the return made by the assessors.

51*. The said commissioners shall have the power annually to
make abatements and transfers, and to cause a new assessment
to be made, according to the provisions of the preceding sections
whenever they shall deem it necessary.

52*. The said commissioners shall have power to purchase or
condemn for the use of said town any land within a half of a mile
of the limits of the same, not exceeding two acres, and shall pay
the owner therefor such sum as may be agreed upon between
them; and in case they cannot agree, they shall each appoint an
arbitrator, with the power to them to vail in a third; and in case
the owner shall refuse or neglect to appoint an arbitrator after
twenty days' notice, the said commissioners shall appoint two,
with power to call in a third in case they disagree, and their
award and valuation shall be final and conclusive, the said valua-
tion to be paid within twelve months from the time of the award.
The taxes levied as aforesaid shall be collected as State and
county taxes are now collected, and the bailiff of said town shall
have all the power of county collectors in enforcing the payment
of the same.

53. The clerk and bailiff of said town shall each, before they
enter upon the duties of their respective offices, make oath before
the said commissioners that he will faithfully and impartially
perform the duties of his office according to the best of his skill
and judgment, without favor, partiality or prejudice; and the
said commissioners may take bond with security from said bailiff
for the faithful performance of the duties of his office

54. The bailiff shall attend the meetings of the commissioners
whenever he shall be required, and shall perform such services as
the commissioners shall direct; shall prevent the tumultuous and
irregular meetings of slaves and negroes within the said town,
and if assembled, shall disperse them by reasonable and lawful
means ^shall punish by moderate correction, under such rules
and regulations as shall be prescribed by the commissioners, all
