streets, alleys and roads aforesaid, and may cause all obstructions,
nuisances, impediments and offensive substances to be removed
therefrom.
59. They may appoint a weigher of said town, who shall attend
and take care of the scales thereto belonging, and shall weigh all
hay, corn fodder, or other article of provender brought into said
town for sale, and shall, under the penalty of five dollars, give a
certificate of the weight thereof.
60. -If any person shall sell, or offer to sell, by himself, his
servant or slave, any of the articles mentioned in the preceding
section, in the said town, without such certificate, he shall forfeit
a sum not exceeding seventy-five cents for every such offence.
61. The said commissioners shall annually, between the first
day of April and first day of May, publish at the court-house,
and in a newspaper published in Kent county, if there be one
published, an abstract showing the amount of taxes levied for the
previous year up to the period of publication, including all taxes
levied on the property in said town; all money collected for license
and due for the same; all fines, and the total income from every
source, and also their expenditures for the year, stating each
class of expenditure and the balance due to or from the said com-
missioners.
.62. If the said commissioners shall refuse or neglect to comply
with the directions of the preceding section, they shall be indi-
vidually liable to presentment and fine not exceeding ten dollars
for the use of the primary schools in said town.
63. No part of the property of "Washington College shall be
liable to assessment and tax by the said commissioners, except
that which has been leased and has buildings thereon.
64. If any person shall butcher any cattle, sheep or hog within
said town, except in such part thereof as shall be appointed by
the said commissioners, he shall be fined five dollars.
65. Any person who shall engross, or get into his hands by
purchase, contract or promise, any victuals or provisions, (except
fish and oysters, beef by the quarter or larger quantity, pork by
the hog, corn or flour and bread, butter m vessels exceeding twenty
pounds net, cheese, beef or pork in barrels, or larger casks, live
