63. The trustees for any school district may hold any pro-
perty which may be vested in them for the use and benefit of
their school, and such property, whether real or personal, shall
be to them and their successors in office in the same manner as
if they were a body corporate.

64*. The trustees for any school district shall agree with and
employ teachers for their several districts, and the county com-
missioners shall pay no person as teacher who shall not hold a
certificate as befor.e directed from the inspectors of the county,
and shall employ no teacher for a longer time than for the year
for which they were elected trustees.

65. They shall receive and appropriate exclusively to the
payment of teachers the sums appropriated by the county
commissioners to their respective districts.

66. No money shall be apportioned by the county commis-
sioners to any district, until the trustees thereof shall certify, in
writing, under their hands, to the following effect: "We,-----,
trustees of -- school district in Howard county, do certify that
a school has been kept in said district for at least three months
during the year last past from the date hereof, by an instructor
duly appointed and approved in all respects according to law,
and that all moneys received during the said year from the
county commissioners, have been faithfully applied in paying
the salary of such instructor; dated --, trustees." And all
moneys shall be paid to the said trustees which have been thus
apportioned, on their making and delivering to the county com-
missioners a certificate substantially as follows : " We, -----,
trustees of--, do certify that. all moneys heretofore received
from the county commissioners have been faithfully applied
according to law."

67. All moneys which shall remain in the hands of the county
commissioners unpaid for the space of one year thereafter, either
from the omission or neglect of trustees to apply for and make
the necessary certificates, or from any defect in such certificates,
shall, after the expiration of the year, be added to the moneys
next thereafter to be divided by them, and shall be divided and
paid with such moneys.

68*. The trustees in each school district shall annually, on or
before the first day of October, make and transmit to the county
