and shall provide said inspectors with a room and the necessary
books and stationery for'the transaction of their business.
57. The said inspectors shall meet at the court-house in said
county on the first Tuesday succeeding the meeting of the March
and September terms of the Circuit Court for said county, and
also on the first Tuesday in June and December annually, and at
such other times as they shall by the county commissioners bo
notified and required to meet.
58. They shall, at such meetings, examine all persons who
shall make application to them for employment as teachers, and
to such as shall be of good moral character, and they believe
competent to teach in primary schools, they shall issue a certifi-
cate of qualification, signed by at least two of said inspectors,
which certificate shall be good for two years from the date
thereof, but may be renewed biennially at the discretion of the
inspectors.
59. The said inspectors shall keep a record of their proceed-
ings, including a list of the names of all persons to whom they
may have issued certificates of qualification, together with the
dates of the issue and renewal of such certificates, and the said
re.cord shall be deposited with the county commissioners.
60. They shall, from time to time, name such books as shall be
used in the primary schools, and such books shall be uniform in
the several schools; and the trustees of each school district shall
appropriate, out of the school funds of the district, a sum not ex-
ceeding twenty dollars per annum, for the purchase of books and
stationery under the direction of said inspectors.
61. The said inspectors may annul any such certificate given
by them, or their predecessors, provided notice thereof, in
writing, be given to the trustees of the district, or some one of
them, and also to such teacher, at least three days before the
same is annulled.

62. If the trustees of any school district shall employ a teacher
-who has not received the necessary certificate from the inspectors,
or whose certificate has by them been annulled, such school
district shall forfeit, for the time such person shall be employed,
all right to any of the moneys which may come into the hands
of the county commissioners for the use of primary schools.
