month thereafter, the county commissioners shall fill such
vacancy.

52. Any person who shall be' duly elected or appointed to the
said offices of trustee or clerk, who shall refuse to serve therein,
shall forfeit the sum of five dollars, to be recovered, with costs,
by action of debt, in the name of the county commissioners for
said county, before any justice of the peace for said county, for
the use of primary schools; and any person who shall be elected
or appointed to such offices, and who shall have accepted thereof,
or who shall fail to declare his refusal to accept, who shall neg-
lect the performance of the duties thereof, shall forfeit the sum
of ten dollars, to be recovered, with costs of suit, in the manner
and to the use aforesaid.

53. He shall, whenever a special district meeting shall be called
by the trustees, give notice of the time and place of such meet-
ing, in the manner aforesaid, at least ten days before the time of
holding the same; and when any district meeting shall be ad-
journed for a longer time than one month, he shall give notice
thereof, in writing, as aforesaid, and so of every district meeting
that may be held.

54 After a school house shall have been erected or purchased
in any school district, no alteration shall be made in the location
of the school house for said district, unless by a vote of two-
thirds of the taxables attending at a district meeting,-regularly
convened after thirty days' notice thereof, nor unless said alter-
ation shall be approved by the county commissioners, or a major-
ity of them; nor shall any alteration be made in the location or
bounds of any district or districts unless by the votes of two-
thirds of the taxables attending district meetings, regularly con-
vened after notice as aforesaid, in the several districts to be
affected by such change, nor unless such alteration shall be
approved by the county commissioners, or a majority of them.

55. The county commissioners of said' county shall appoint
three inspectors of schools of said county, who shall hold their
offices for one year from the date of their appointment, and until
their successors are qualified, and shall be re-eligible.

56. The county commissioners shall furnish each inspector
with a certificate of his appointment within ten days thereafter,
