tion sell and .convey any property so by them purchased, or
acquired by Harford county in any other manner, for the use of
the public, schools, and shall apply the proceeds to the use of the
public schools.

112. If any person shall at any time make a donation of land,
or houBes' and land, suitable for the public .schools, they .shall
require deeds, of the same to be tafeen in the name of Harford.
county for the use of the public schools.

113. The treasurer shall keep the accounts and books of the
board of school commissioners, and shall be allowed a compensa-
tipn to be paid from. the school fund not exceeding one. hundred
dollars per annum; and each member of said board shall receive
one dollar per day for every day he shall be present at the meet-
ing of said board for the transaction of business.

1I4118, Th^ board of school commissioners shall report annually,
on the first Monday of January, to the county commissioners, 9
statement of its transactions, with an account of its receipts and
expenditures of the past year, and an estimate of the expense
for the ensuing y.ear, and the county commissioners shall have
the same published in said county. ;

115. On the failure of any collector to collect, and pay over to
the treasurer of the school fund the tax for the benefit of the
public schools, he shall be subject to the same process provided
for the failure to collect and pay over other county taxes.

116. The teachers of every academy in Harford county receivr
ing a donation from the State, shall educate, in addition to the
pupils now required by law to be taught gratuitously, an equal
number of scholars, to (be designated by the executive board
aforesaid, so as to fit them to become teachers of the public
schools, and shall give to such persons who shall become so edu-
cated and qualified, certificates of their being so qualified, an4
the said board, in the selection of teachers for the public school^,
shall give preference to the persons having such certificates.

117. Jf(he'teachers of academies, or any of. them, shall refuse
to. receive and educate the persons designated by the said board,
on the ter»n8 prescribed by said. board, such refusal shall forfeit
all clapn by the teachers refusing, to receive any part of the
donation allowed to said academy.
