105. At the first meeting of the' Executive Board, or at some
subsequent meeting held by special adjournment, they shall
proceed to the election of a president and secretary of their
own board, to be chosen by a majority of the votes of the whole
board,
106. The president and secretary shall hold their offices for
one year and until their successors are elected, and if any
vacancy shall occur in either office from death, resignation or
legal disability, the board sliall fill the same at the earliest prac-
ticable period.
107. Any four of said board shall constitute a quorum for the
transaction of business; and the Register of Wills of said county
shall be ex-officio treasurer of the board.
108. They shall have power to establish as many schools in
the county aa the school fund may be adequate to support, and
in such situations as the public convenience may require, and
provide suitable rooms for their accommodations; to employ
teachers and fix their salaries; prescribe the course of study and
books to be used; make all such by-laws for their own govern-
ment, and rules and regulations for the management of the
schools, the ages and admission of pupils, not inconsistent with
the laws of the State, as they may deem expedient, and the same
to repeal and modify at their pleasure.
109. Bach pupil attending said schools shall pay in advance a
sum not exceeding one dollar per quarter, and the same advance
shall be required for each quarter during the continuance of such.
pupil in the school, unless exempted therefrom, by some of the
school commissioners, certified to the teacher in writing.
110. The draft of the president of the Board of School Com-
missionerB shall be sufficient authority to the treasurer to pay
any sum that may be standing to the credit of the public school
fund.
111*. The Executive Board 'of School Commissioners shall
have power to lease, for one or more years, suitable buildings
for the use of the public schools: and whenever the school fund
shall be deemed sufficient, they may procure lota by lease or pur-
chase in the name of Harford county, and erect suitable build-
ings thereon for the said public schools, and may in their discre-
