and confirmed by the judgment of the said county commis-
sioners, or certified copies of the record thereof, shall be taken
and received as full and sufficient evidence of the true location
of such roads.

98. It shall be the duty of the road supervisors in said county,
to remove all obstructions from within the limits of the several
public roads "in Harford county, at the cost and expense of the
person who may have caused such obstructions to be placed
therein, if the same shall not be removed by such person after
reasonable notice being given to him by the supervisor to remove
the same,

SCHOOLS.

99. The county commissioners of Harford county are author-
ized and directed to establish public schools in Harford county.

100. They shall levy a tax not exceeding twelve cents on the
hundred dollars upon the assessable property of the county, to
be collected as other county charges and applied to the public
schools.

101. They shall have charge of and apply to the use of the
public schools the school fund of the county.

102. They may recover all devises, bequests and donations
which may be made for the benefit of said public schools, and
shall pay the same to the person or persons hereinafter author-
ized to receive them.

103. They shall, in the month of January in each year, appoint
three suitable persons in each election district in said county, to
be called " The School Commissioners of Harford County," who
shall continue in office one year and until their successors have
been appointed.

104. They shall, at the time of making said appointments,
designate one of said school commissioners from each election
district to form the Executive Board of School Commissioners
of said county, and shall convene said board within twenty days
from their appointment, at the office of the county commis-
