public advertisements set up at the most public places in each
school district at least six days before such election.

273. They shall visit all primary schools in the county quar-
terly, or oftener if they deem it necessary, to examine into the
condition of the schools, and give their advice and direction to
the trustees as to the management and direction thereof.

274. They or a majority of them shall examine all candidates
for the appointment of teachers, and if satisfied of the qualifi-
cations of such candidate, shall give to him a certificate in the
following form : " The undersigned, inspectors of primary schools
for Frederick county, do certify that we have examined --,
and do believe that he is of good moral character, and of suf-
ficient learning and ability, and in all other reepecta well qualified
to teach a primary school. Given under our hands the -- day
Of--."

275. They may annul any such certificate, provided notice
thereof in writing be given to the trustees of the school district
in which the person holding the same may be employed as
teacher, and also to such teacher, at least three days before so
doing.

276. They may hold any property which may be granted to
them for the use and benefit of the primary schools in said county,
and such property, whether real or personal, shall be to them
and their successors in office, in the same manner as if they were
a body corporate.

277. The county commissioners of said county shall annually
levy the sum of five thousand dollars, to be paid to the in-
spectors of primary schools for said county; and if a majority
of the board of inspectors shall so determine, they shall increase
the sum to eight thousand dollars, or they may, at the discretion
of the said board of inspectors, diminish or entirely omit the
said levy.

278. The said inspectors shall demand and receive from the
Treasurer of Maryland annually the proportion of the school
fund to which Frederick county may be entitled, and from the
collector of said county the Bum levied by the county commia-
eioners as aforesaid, and shall also collect the interest upon the
investments of the Bchool fund of said county, and apportion the
