Point of .Rocks, impartially, and without favor or resentment to
any, and without delay.
253. The burgess and commissioners may meet from time to
time as often, as occasion may require, upon the business of the
corporation, and not less than once in every six months; the
burgess shall preside at all meetings, and shall sign all ordinances
passed by the commissioners, or a majority of them.
254. The commissioners, or a majority of them, may appoint
a clerk, and prescribe his duties, and allow him such compen-
sation for his services as they or a majority of them may think
proper.
255. The clerk shall enter all ordinances passed by the com-
missioners, or a majority of them, in a book to be kept by him
for that purpose, and they shall be op^n to the inspection of any
person interested, and copies of all ordinances shall be put up in
the most public places in said town.
256. The commissioners, or a majority of them, shall have
power to make all such by-laws and ordinances as from time to
time they may deem wise, equitable and expedient for the com-
fort, health, convenience and prosperity of the town and its in-
habitants; for the prevention and removal of nuisances; the pre-
servation of health; the suppression of vice and immorality; for
the prevention of the firing of guns and crackers, horse racing,
cock. fighting, and all such other improper practices within the
limits of said town.
257. They may have an assessment made of all the property
within the taxable limits of the town, and lay an equal tax on the
same to such amount as may from time to time be deemed neces-
sary for the purposes of the corporation, which tax shall be col-
lected by the burgess, who shall have the same power to distrain
therefor as the collector of the county taxes has; and the com-
missioners shall allow such compensation to the said burgess for
collecting said taxes as they may deem proper.
258. The burgess shall see that all ordinances of the corpora-
tion are duly and faithfully executed, and shall in virtue of his
office have and exercise all the jurisdiction and powers of a JUB-
tice of the peace.
